Only expats working in the USA will need a Social Security Number. This number is crucial in order to collect wages lawfully and to possibly qualify for and receive social security benefits in the future.

For non-working expats, it's not necessary to obtain a Social Security Number, as alternative forms of identification can be used to obtain a driver's licence, register a child in a local school, or apply for health insurance.
