My son is 15 years old and is finalizing his year 9 now, he is an English Speaker and we are moving to Germany in a couple of months. What is the best schooling option for him with my ultimate goal in mind which is to join a German university? I asked in a couple of IB schools but one replied that he will not be able to join German university as they require at least level B2 and he will not be able to achieve that in 3 years studying in IB. Any options do I have? Please advise.

For the IB Diploma, Years 10 and 11 (ages 15 and 16) are considered diploma prep years, with Year 12 (age 17) being the year the diploma is completed. Some IB schools don't take students above a certain age but I think for most the start of Year 10 should be okay. This does vary between schools.
As to German language requirements for university, I think it would be best to enquire with a few universities rather than taking the school's word for it. As I understand it, German language requirements can also differ between universities, but it would be a good idea to get the general range of what is considered acceptable.
Even if your child graduates without good enough German to attend a university in the country, the IB is a really solid programme and is accepted at universities worldwide. Another option could be to do extra German lessons with a tutor or language company to reach the level of fluency required.
